Vice President, Operations, AMERICAN BUREAU OF SHIPPING. In charge of Operations staff at world headquarters including field surveys, policies, instructions and guidance, statistical reporting, rule development, maintaining vessel records and status, SOLAS/IMO implementation and fees and billing.

Area Principal Surveyor for Western Europe, Northern and Western Africa, AMERICAN BUREAU OF SHIPPING, London, United Kingdom. Responsible for all company activities and P & L in area, including 32 exclusive offices and 19 non-exclusive offices with approximately 80 Marine Engineers and Naval Architects.

Assistant Chief Surveyor – Operations, AMERICAN BUREAU OF SHIPPING at headquarters, responsible for vessel reporting, and project management, including damage assessment of major casualties on site. In addition, responsible for overseeing, tracking and advising on repairs to classed offshore drilling units at the corporate level.

Ship Surveyor, Senior Surveyor and Principal Surveyor for AMERICAN BUREAU OF SHIPPING in various parts, including United States, Japan and Taiwan, R.O.C. Duties included all types of new construction and existing vessel surveys as well as administrative duties dependent on position.

Ship’s engineer for AMERICAN EXPORT-ISBRANDTSEN CO., in various ranks on various vessels. Received U.S. Coast Guard Chief Engineer’s license while working for this company.
Notable Projects
Served variously as an advisor to the U.S. State Department, the Republic of Panama – Maritime Affairs and the Marshall Islands delegations to the IMO Maritime Safety Committee and Marine Environment Protection Committee from 1996 to present.
Council member of the International Association of Classification Societies (IACS) from 1991 to 1993, with the responsibility of promoting interaction and continuity of standards between major classification societies.
Developed full operating environmental and safety procedures for ship owners and ship management companies applicable to U.S. and foreign flag operations. Also conducted training, implementation and auditing of ship operation/management systems.
Developed and led ABS dedicated Focus Groups covering LNG vessels, cruise vessels, and offshore drilling units.
Developed rapid response program for casualty response for ABS.
Instituted quality, environmental and safety management programs for a major cruise line and a U.S. tanker operator.
Expert/policy witness on the classification process and general survey requirements of commercial vessels in various U.S. and International courts.
Project management of a number of new building contracts including large Container vessels and Reefer vessels.
Represented bond holders on new building gas carriers.
