In maritime there is public data and company private data. Often data is kept private not because it needs to be private for competitive reasons, but rather because nobody has pointed out that it could be better managed in the public sphere.
Once a salvage situation occurs, there is a sudden shift where data that was private now needs to be handled publicly. Often at this point it becomes apparent that the lack of public scrutiny resulted in the use of incorrect data.
This article argues that more public data benefits all stakeholders.
